Using a RT809h Flash programmer you can read/write in-circuit without desoldering the EEPROM. Of course you do this while the cluster is not powered up!

I can tell, that using an RT809h Flash programmer, you can also read/write in-circuit without desoldering the EEPROM.

The TL866* is not able to read/write the EEPROM in-circuit. It fails if you try. So if you have only this one, you need to desolder the chip to read or program it.
