How to read/write 24C16 EEPROM of IPc in-circuit

Using a RT809h Flash programmer you can read/write in-circuit without desoldering the EEPROM. Of course you do this while the cluster is not powered up!

I use the cheap

works brill read write in situe.

The TL866* is not able to read/write the EEPROM in-circuit. It fails if you try. So if you have only this one, you need to desolder the chip to read or program it.
